กงศุลดูไบ ยืนยัน ! คนไทยยังเดินทางเข้า- ออกได้ปกติ

ตามที่กระทรวงการต่างประเทศและความร่วมมือระหว่างประเทศสหรัฐอาหรับเอมิเรตส์ (ยูเออี) ได้ประกาศเตือนคนชาติยูเออี (UAE Citizens) ให้งดเว้นการเดินทางไปประเทศไทยและสาธารณรัฐอิสลามอิหร่านสืบเนื่องจากการแพร่ระบาดของเชื้อไวรัส COVID-19 ในช่วงที่ผ่านมา โดยการประกาศดังกล่าวมีผลตั้งแต่วันที่ ๒๔ กุมภาพันธ์ ๒๕๖๓ เป็นต้นไป นั้น ประกาศดังกล่าวทำให้ชุมชนคนไทยที่พำนักและทำงานอยู่ในยูเออีโดยเฉพาะพนักงานต้อนรับบนเครื่องบินเกิดความห่วงกังวลในการเดินทางไป-กลับระหว่างยูเออี-ประเทศไทย สถานกงสุลใหญ่ฯ ขอเรียน ดังนี้

1. สถานเอกอัครราชทูต ณ กรุงอาบูดาบีและสถานกงสุลใหญ่ ณ เมืองดูไบตระหนักถึงความสำคัญในเรื่องนี้ จึงได้ออกประกาศเมื่อวันที่ ๒๕ กุมภาพันธ์ ๒๕๖๓ (ดังปรากฏตามเอกสารแนบ) เพื่อยืนยันข้อมูลว่าประกาศของกระทรวงการต่างประเทศฯ ยูเออีดังกล่าวมีผลบังคับใช้เฉพาะชาวยูเออีเท่านั้น

2. สถานกงสุลใหญ่ฯ ได้ประสานงานอย่างเร่งด่วนกับหน่วยงานที่เกี่ยวข้องของยูเออีในประเด็นดังกล่าว อาทิ กรมถิ่นที่อยู่และการต่างประเทศสำนักงานดูไบ สำนักงานตรวจคนเข้าเมืองดูไบ และผู้บริหารสายการบินเอมิเรตส์ และได้รับแจ้งว่าในขณะนี้การตรวจคนเข้าเมืองของยูเออีได้ปฏิบัติตามประกาศของกระทรวงการต่างประเทศฯ ยูเออีอย่างเคร่งครัดโดยไม่ได้มีการห้ามคนไทยเดินทางกลับประเทศไทยแต่อย่างใด เพียงแต่เป็นข้อแนะนำให้ระมัดระวังการเดินทางไปยังไทยและประเทศกลุ่มเสี่ยงของยูเออีเท่านั้น

3. สถานกงสุลใหญ่ฯ ได้ประสานงานอย่างใกล้ชิดกับบริษัท การบินไทย จำกัด (มหาชน) สำนักงานดูไบ และสายการบินเอมิเรตส์เพื่อให้มั่นใจว่าการเดินทางไปประเทศไทยเป็นไปตามประกาศของกระทรวงการต่างประเทศฯ ยูเออีข้างต้น

4. สถานเอกอัครราชทูตฯ และสถานกงสุลใหญ่ฯ อยู่ระหว่างการประสานงานและเข้าพบผู้บริหารระดับสูงของหน่วยงานราชการของยูเออีเพิ่มเติม อาทิ กรมกิจการคนต่างชาติยูเออี และกรมถิ่นที่อยู่และการต่างประเทศสำนักงานดูไบ เพื่อขอรับการยืนยันว่ากระทรวงการต่างประเทศฯ ยูเออีใช้บังคับประกาศดังกล่าวเฉพาะกับชาวยูเออี และให้ทำความเข้าใจกับเจ้าหน้าที่ตรวจคนเข้าเมืองของยูเออีให้ถ่องแท้ว่าการสื่อสารกับผู้ที่จะเดินทางไปประเทศไทยเป็นไปตามประกาศของกระทรวงการต่างประเทศฯ ยูเออีข้างต้นเท่านั้น ทั้งนี้ จะแจ้งความคืบหน้าให้ทราบต่อไป

Announcement
Traveling into and out of the United Arab Emirates

Following the announcement from the Ministry of Foreign Affairs and International Cooperation of the United Arab Emirates (MoFAIC) dated 24 February 2020 on a travel ban to Iran and Thailand for all UAE citizens from now on until further notice, which causes concerns regarding the traveling between UAE and Thailand amongst the Thai nationals, especially cabin crews, who are residing or working in UAE, the Royal Thai Consulate-General in Dubai wishes to inform as follows:

1. The Royal Thai Embassy in Abu Dhabi and the Royal Thai Consulate-General in Dubai give precedence to this urgent mattter, and thus, issued announcements dated 25 February to clarify that the MoFAIC’s announcement is only for Emirati citizens.

2. The Royal Thai Consulate-General in Dubai has been coordinating with relevant UAE agencies, including the General Directorate of Residency and Foreigners Affairs - Dubai, Dubai Immigration Office, and Emirates Airline, and has been informed that, at present, the immigration process of UAE is implemented in accordance with the said MoFAIC’s announcement. Moreover, Thai citizens are not banned from traveling to Thailand, but only advised to exercise precautions when traveling to Thailand and other COVID-19-affected countries.

3. The Royal Thai Consulate-General in Dubai has been working closely with Thai Airways International and Emirates Airlines, Dubai Office to ensure that passengers can travel to Thailand in line with the MoFAIC’s announcement.

4. The Royal Thai Embassy in Abu Dhabi and the Royal Thai Consulate-General continue to coordinate and have made appointments with officials from relevant UAE agencies such as the Foreign Nationals Affairs Department, MoFAIC and the General Directorate of Residency and Foreigners Affairs – Dubai, to request for confirmation that the MoFAIC’s announcement is intended only for the Emiratis, and ensure that the communication between UAE immigration officers and those who are traveling to Thailand will be consistent with the MoFAIC’s announcement. The Royal Thai Embassy in Abu Dhabi and the Royal Thai Consulate-General will provide further updates in due course.
